Economic security & the geopolitics of investment


The weaponisation of economic tools for geopolitical ends is nothing new, but it has surged in recent years. Foreign investment screening mechanisms are multiplying and tightening, to the point of tipping the balance on whether a cross-border transaction succeeds.

Stratalis is a Luxembourg-based law firm with a pan-European practice, helping companies and investors integrate this geopolitical and regulatory risk into their strategy throughout a transaction.

The firm works in particular with investment funds and financial institutions based in Luxembourg, supporting them in securing their investment files: a transaction’s exposure is assessed and documented before commitments are made, so that geopolitical risk never takes an investment committee by surprise.

Stratalis was founded by Anne Bonet, a lawyer admitted to the Brussels and Luxembourg Bars, who built her expertise from within the very regulatory framework she now advises clients to navigate. From 2023 to 2025 she headed the Foreign Investment Division within the Belgian federal administration (FPS Economy), where she built its operational FDI screening framework and chaired the FDI Commission.

She also acts as off counsel to a leading Belgian law firm on FDI screening matters, and as an economic security and FDI expert for a geo-economic advisory firm. She serves pro bono as Vice-Chair of the Board of Trustees of the CELIS Institute, and practises in French, Dutch and English.

A regime that now spans every Member State

FDI screening now applies across the entire European Union, under Regulation 2019/452 and its 2026 recast, with a common list of sensitive sectors and strengthened European cooperation, layered on top of national regimes that keep their own thresholds, authorities and procedures.

Risk managed alongside the deal team

From the first exchanges, Stratalis assesses a transaction’s exposure against the relevant national regimes and the harmonised European criteria. It does not structure the transaction (that remains the role of the lawyers running the deal) but works alongside them, so the risk is factored into the timeline, the negotiation and the structure chosen.

The geopolitical risk of a transaction can never be addressed too early.


It must be factored into the investment strategy itself, and into how the transaction is structured, well before any filing is made, with a regulator’s rigour and an adviser’s responsiveness.
